Résumé

L’adaptation de l’offre du système à la demande le contraint à une double réceptivité, diversification du portefeuille et efficience technique. Le tournant libéral entamé vers la fin du XXème siècle a permis de faire participer de nouveaux opérateurs à la production, en 2009, le dépassement de l’amendement au niveau de la production pour encourager la diffusion des Énergies Renouvelables (EnRs) a enfoncé la libéralisation. Cela s’est accompagné de l’amélioration de la couverture territoriale, l’intégration de nouvelles technologiques et la réduction de la dépendance. Toutefois, la demande reste limitée, que ce soit dans l’industrie, où la croissance connait une stagnation précoce, ou par personne, où l’écart avec la moyenne mondiale s’élargit. Il en ressort des mutations intéressantes, à savoir, la chute du recours des usagers du premier niveau de tension (HT) depuis 2012, l’importance de la distribution pour le tissu productif, la migration des pics de consommation dans la résolution mensuelle puis l’émergence d’une deuxième pointe journalière dont l’influence du calendrier et la température sont à prendre en considération.

Abstract

Adapting the system’s supply to demand requires a dual receptiveness, portfolio diversification and technical efficiency. The shift towards liberalisation that began towards the end of the 20th century enabled new operators to enter the production sector; in 2009, the adoption of an amendment to production targets to encourage the uptake of renewable energy sources (RES) further advanced liberalisation. This was accompanied by improved territorial coverage, the integration of new technologies and a reduction in dependence. However, the demand is still limited, both in industry – where growth is beginning prematurely to stagnate – and on a per capita, where the gap with the global average is expanding. Several interesting trends have emerged, namely, the decline in consumption by users on the high-voltage (HV) grid since 2012, the importance of distribution to the productive sector, the shift in consumption peaks within the monthly pattern; and the emergence of a second daily peak, where the influence of the calendar and temperature must be taken into account.
