FONCTIONS STRATÉGIQUES DES ONG LOCALES DANS LA RÉSOLUTION DE LA CRISE PÉTROLIÈRE DE MUANDA : APPROCHE D’UNE GOUVERNANCE PARTICIPATIVE

Résumé

En situation de crise extractive, la gestion des conflits organisationnels transforme l’espace décisionnel en une arène publique où s’affrontent des intérêts asymétriques. S’inscrivant dans la perspective de la gouvernance participative et des Sciences de l’Information et de la Communication (SIC), cet article examine les fonctions stratégiques des ONG locales dans la gestion et la résolution de la crise socio-environnementale opposant la multinationale Perenco-Rep aux communautés riveraines de Muanda, en République démocratique du Congo. L’étude repose sur un positionnement épistémologique constructiviste et adopte une approche qualitative fondée sur la triangulation des données. Le corpus est constitué de rapports d’activités produits entre 2009 et 2024 par l’ADEV, le RECOPE, la NSCC, le CEDEN et la CORAP, complétés par l’analyse de contrats pétroliers, de procès-verbaux institutionnels et de données issues de causeries d’information menées auprès de leaders des communautés Bawoyo, Basolongo et Bayombe. L’analyse met en évidence plusieurs fonctions stratégiques exercées par les ONG locales, notamment la production et la circulation de l’information, le plaidoyer, la médiation, l’assistance juridique, la mobilisation citoyenne et l’intermédiation entre communautés, pouvoirs publics et entreprise extractive. Les résultats montrent que les ONG dépassent la simple fonction de médiation pour exercer à la fois des fonctions manifestes, telles que l’ingénierie du plaidoyer et la judiciarisation des revendications, et des fonctions latentes, notamment l’éveil de la conscience citoyenne et la structuration d’un contre-pouvoir informationnel. Toutefois, l’étude révèle également des dysfonctionnements structurels liés à la dépendance financière exogène, à la fragmentation organisationnelle et au risque d’institutionnalisation bureaucratique, lesquels limitent leur capacité transformatrice face aux asymétries de pouvoir et à la position de l’État comme acteur et actionnaire du secteur extractif. En conclusion, l’efficacité des ONG locales dans la résolution durable de la crise pétrolière de Muanda dépend moins de leur seule capacité de dénonciation que de leur aptitude à institutionnaliser des mécanismes permanents d’information, de dialogue, de participation et de reddition de comptes. L’étude recommande ainsi le renforcement de leur autonomie, de leur coordination et de leur ancrage communautaire afin de favoriser une gouvernance pétrolière réellement participative.

Abstract

In the context of an extractive crisis, the management of organizational conflicts transforms the decision-making space into a public arena where asymmetrical interests confront one another. Drawing on the perspective of participatory governance and Information and Communication Sciences (ICS), this article examines the strategic functions of local non-governmental organizations (NGOs) in managing and resolving the socio-environmental crisis opposing the multinational company Perenco-Rep and the communities living around the oil-producing areas of Muanda, in the Democratic Republic of the Congo. The study adopts a constructivist epistemological position and uses a qualitative approach based on data triangulation. The corpus consists of activity reports produced between 2009 and 2024 by ADEV, RECOPE, NSCC, CEDEN and CORAP, complemented by an analysis of oil contracts, institutional minutes and data collected through information-sharing sessions with leaders of the Bawoyo, Basolongo and Bayombe communities. The analysis highlights several strategic functions performed by local NGOs, including the production and circulation of information, advocacy, mediation, legal assistance, citizen mobilization and intermediation between communities, public authorities and the extractive company. The findings show that NGOs go beyond a mere mediation role by performing both manifest functions, such as advocacy engineering and the judicialization of claims, and latent functions, including raising citizens’ awareness and structuring an informational counter-power. However, the study also reveals structural dysfunctions related to external financial dependence, organizational fragmentation and the risk of bureaucratic institutionalization, which limit their transformative capacity in the face of power asymmetries and the State’s dual role as both regulator and shareholder in the extractive sector. In conclusion, the effectiveness of local NGOs in sustainably resolving the Muanda oil crisis depends less on their capacity for denunciation alone than on their ability to institutionalize permanent mechanisms for information sharing, dialogue, participation and accountability. The study therefore recommends strengthening their autonomy, coordination and community-based anchoring in order to promote genuinely participatory oil governance.
